The Baseline is designed for situations in which concerns are real but still broadly defined. It provides an enterprise-level view without the depth, participant burden or evidentiary reach of a full Decision System Integrity Assessment.
The work helps distinguish an isolated operating issue from a pattern involving decision demand, authority, information, executive capacity or governance.

CLEAR DISTINCTIONS
The Baseline is lighter than the Executive Decision Reliability Diagnostic and materially narrower than the Decision System Integrity Assessment.
It does not produce individual executive conclusions, reconstruct multiple consequential decisions or provide a complete redesign of decision architecture.
